In 1989, five cities joined together to form FGU to take advantage
of the opportunities created by open access to the natural gas
pipeline providing transportation services in Florida. FGU is
a public body corporate and politic pursuant to Section 163.01,
Florida Statues ( the "Florida Interlocal Cooperation Act"),
and
the terms of the Interlocal Agreement. FGU's primary purpose
is to provide low cost gas supply and reliable transportation
to its members, while minimizing administrative costs. Complete
unbundling of services by interstate natural gas pipelines in
compliance with the Federal Energy Regulatory Commission ("FERC")
Order 636 provided further opportunities for cooperation among
cities through supply aggregation and joint capacity planning
and utilization.
